Cloaking affiliate links has nothing to do with SEO. It is meant to protect an affiliate worried about someone hijacking his/her affiliate link and stealing the commission; the right type of cloaking also makes the link look more natural and less like an unprofessional affiliate link.
If you're an affiliate of a product or service, it's essential that you cloak the link. Again, this has nothing to do with optimizing a site.
By the way, if one is trying to increase the ranking of a site, I, too, only recommend white hat methods.

Hey Andy, if you are using WordPress (like me), the BEST, and *free*, plugin that you could use on your blog to clock-and-redirect your links would be the plugin called "Pretty Link", as you can cloak any link you want and it will re-direct from your domain!

Still, I think it's worth investigating "Pretty Link" as I've heard many favorable reviews about it and it's free. (I'm not using a Wordpress blog though.)

Google Adsense have been saying that they have had a lot of problems with ppl cloaking their traffic and links to cheat their system.
I'm not surprised as it appears that every system has been tampered with, compromising the legitimate efforts of rule-abiding affiliate marketers. I'm sure Google is addressing such issues.

How can an affiliate cloak their links without having a website of their own? I am new to this and i have sent messages to (so called) marketing experts and not one of them can seem to give me an answer! Can someone please help me here? Thanks!

I'm by no means an Internet marketing expert and only figured out how to cloak links myself after much investigation.
But upon reflection, I'm thinking that perhaps you don't need a site but simply a domain.
I understand that some companies, such as Go Daddy, will allow you to forward your domain name. Here, you would simply forward your new domain to your affiliate link.
Of course, you can also use link- shrinking sites such as tinyurl.
I'm sure there are other ways to accomplish this task and I'm hoping someone else will contribute an idea or two.
