What about offering store credit in this case? I know the big outlets (Target, Walmart, etc.) allow you to return items without a receipt, up to a certain dollar amount. Is this against the card holding associations’ stipulations?

Thanks for your question. Merchants can practice almost any return policy they choose as long as it is clearly disclosed to customers at the time of purchase. Businesses can embrace a "store credit" policy as I don't believe it violates cardholder agreements or state law.

why is that merchant passing the fees to customers...look on most of gas company you can get cheaper or let say 5 to 10 cents less per gallon if you pay cash??

Thanks for your question. You have to remember that merchant account providers have real costs incurred from providing underwriting review, risk analysis, customer and technical support, etc. Moreover, they incur fees charged by the card holding associations.
Credit card processing companies then pass such fees (and more) to merchants. As merchants incur greater operating expenses (including credit card processing fees), they, in turn, pass such costs on to customers.
Merchants would rather folks pay them in cash so they can avoid related credit card processing expenses. (Even providing cash back incentives to those who don't use plastic will prove cheaper to merchants than processing cards.) However, many customers prefer to pay with credit cards, and thus merchants must accommodate them.
But again, business owners will then have processing-related expenses which they will want to defray.

Identity theft is on a continual upswing and credit card data is a sought after commodity. Consequently, the credit card industry established the PCI Data Security standards to provide guidelines on how to protect data to ensure that it does not fall into the wrong hands.
Security is all-important and any business owner can face heavy fines for not complying to regulations. For example, retail merchants should ensure that they are using PCI compliant terminals (new machines should be).

I think holding the tip part is a bad idea. It happened to me once and then I had to call them to see if they were just charging me more.
And i'm not thinking so cause it happened to me and nothing bad happened!

A violation of a Visa/MC rule may not materialize into a problem but there is certainly a chance that a negative outcome may result. For example, if a merchant consistently imposes a surcharge for the use of credit cards, customer complaints may lead to the termination of the business owner's merchant account, and perhaps placing the business owner on a Terminated Merchant File (TMF) list.
Retailers should exercise caution, ensuring that they comply with cardholding associations' rules and regulations.
